Rationale
3cmc 2/3 Dimir legendary — ETB draws 2 then discards 2 unless you discard an artifact (making it a true net-draw of 2 in artifact decks). Deathtouch during your turn discourages unfavorable blocks. Signature in artifact-matters shells (free loot/draw), graveyard/reanimator strategies (discard fuels the yard), and self-mill. The "discard two" clause without an artifact in hand converts the ETB from a cantrip to a painful looter, so artifact density matters.
Learnings (3)
The ETB trigger draws 2 first, then you may discard an artifact card to skip the second discard — so in artifact-dense decks this is pure card advantage (draw 2, discard 1 artifact you may want in the graveyard anyway).

Deathtouch is specifically limited to 'during your turn,' meaning it only functions on attacks or your-turn blocking (which doesn't happen); opponents can freely double-block it on their turn without fear of deathtouch.

Because it is legendary, using Alpharael as a brawl/commander gives repeated ETB access only via blink or bounce — the single ETB on cast is the primary payoff for 99-card decks running it as a non-commander.
