Rationale

Arcanis is a 6cmc 3/4 legendary wizard that taps to draw 3 cards — one of the most raw card-draw rates on a creature — and can bounce itself to hand for {2}{U}{U} to dodge removal. The draw engine is exceptional but hinges on surviving summoning sickness; the pip-heavy {3}{U}{U}{U} cost restricts it to deeply blue decks. Signature in wizard tribal and blue control/combo engines; too slow for aggro or tempo.
