Rationale
Bebop is a 2cmc 2/1 deathtouch legendary that draws cards equal to the number of counters on it when it deals combat damage, at the cost of that much life. The draw engine is entirely counter-dependent, making it a strong signature card in counters-voltron shells where +1/+1 counters are stacked up to generate massive card advantage off combat damage. Partner with Rocksteady enables a two-commander strategy in the TMNT universe. Best in black-based counter/voltron builds that can stack counters quickly.

Bebop's card draw scales with ALL counters on it, not just +1/+1 counters — any counter type (stun, finality, oil, etc.) contributes, which can create surprising synergies with non-standard counter generators.
