Rationale

Bebop is a 5/4 menace for 5 mana that grants menace to Rhinos (extremely niche synergy in Commander), with swampcycling {2} as a safety valve for mana fixing. As a standalone threat he's a decent aggressive body but not format-defining; the Rhino lord text is nearly dead outside dedicated TMNT/Rhino tribal lists. Swampcycling saves him from being a full trap — he can cycle into a Swamp when stuck on mana.
