Rationale
Bebop is a 5/4 menace for 5 mana that grants menace to Rhinos (extremely niche synergy in Commander), with swampcycling {2} as a safety valve for mana fixing. As a standalone threat he's a decent aggressive body but not format-defining; the Rhino lord text is nearly dead outside dedicated TMNT/Rhino tribal lists. Swampcycling saves him from being a full trap — he can cycle into a Swamp when stuck on mana.
Learnings (3)
Bebop grants menace specifically to Rhinos, which is an extremely narrow tribal synergy — virtually no competitive Commander deck runs enough Rhino creatures for this to matter outside dedicated TMNT tribal builds.

The swampcycling {2} ability makes Bebop a functional mana-fixing discard outlet even if he's too slow or too narrow as a creature, so he's never a complete dead card in mono-black or Swamp-heavy decks.

Bebop is a Boar Mutant Warrior by type, not a Rhino — he buffs Rhinos he doesn't share the type with, which means Rhino lords don't buff him back.
