Rationale
2cmc instant — doubles target creature's power until end of turn, with flashback at {4}{R}{R} for a second use from the graveyard. At its best in aggro/voltron/infect shells where a creature with already-high power can threaten lethal in a single swing; infect-toxic decks especially love this since doubling power directly translates to doubled poison counters. Flashback provides marginal late-game utility but the 6cmc cost is steep. In Commander specifically, one creature rarely closes out a game, limiting the card to niche aggressive or infect strategies.
Learnings (3)
In infect-toxic decks, doubling a creature's power directly doubles poison counters dealt, which can kill an opponent outright from 5 poison — making Bulk Up a quasi-combo piece rather than just a combat trick.

The flashback cost of {4}{R}{R} is prohibitively expensive for most Commander games, so treat this card as a 2cmc one-shot trick with occasional late-game upside rather than a recurring engine.

Bulk Up does nothing to toughness or evasion, so the doubled power is often wasted if the creature can't connect — pair with evasion (trample, unblockable) for reliable payoff.
