Rationale

Doctor Octopus is a 7cmc 4/8 that combines three functions: a +2/+2 lord for Villains, a maximum hand-size extension to eight, and a powerful end-step refill drawing up to eight cards. The refill engine is the star — in any UB midrange or control shell it acts as a near-Phyrexian Arena-on-steroids, refilling to eight at each end step regardless of how many spells were cast. The Villain lord ability is purely upside in Villain-typal Spider-Man set builds but irrelevant in generic goodstuff shells. At 7 mana it's a late-game value engine, not a combo enabler.
