Rationale

Electro is a 3cmc flying 2/3 that generates {R} whenever you cast an instant or sorcery and crucially lets you bank red mana across steps and phases — effectively a red mana battery for spellslinger and storm-style decks. His LTB ability converts stockpiled unspent red mana into a face-damage burst via {X} payment, making him a combo-oriented burn payoff. He's most at home in mono-red spellslinger or storm shells where he accelerates into and rewards casting chains of instants/sorceries.
