Rationale

Excava is a 4cmc 3/3 flying haste legendary that on each attack reanimates an artifact, creature, or non-Aura enchantment (MV ≤3) from the graveyard as a 1/1 flying Spirit with a finality counter (preventing repeated recursive abuse). Haste lets it attack immediately for value, making it a reanimator engine that slots well into graveyard-matters, aristocrats (recurring low-MV ETB creatures), and spirit-typal shells. The finality counter restriction means returned cards are one-and-done, limiting it compared to unconditional reanimators.
