Rationale

Fire Lord Zuko is a 3cmc 2/4 that generates red mana equal to his power on attacks (Firebending) and distributes +1/+1 counters to all your creatures whenever you cast from exile or a permanent enters from exile. He naturally grows via his own trigger, making him a self-reinforcing counters engine when paired with exile-cast effects (suspend, escape, foretell, impulse draw, Prosper-style exile engines). He's a strong commander/creature for exile-matters, +1/+1 counters, and Mardu combat decks but requires a critical mass of exile-play effects to fire consistently.
