1cmc blue instant that soft-counters an instant or sorcery unless the controller pays {1}, then copies itself for each prior spell this turn via Storm — making it nearly uncounterable in a high-storm-count turn. Signature in cEDH and optimized control/combo where storm count reliably reaches 3+, rendering the tax impossible to pay on all copies simultaneously. Too narrow and low-impact in casual or low-density spell environments (fringe in Limited). Bracket 4-5 only: the fast-mana and spell-density required to make Flusterstorm a hard lock are cEDH hallmarks.
