Haliya is a 5-mana Selesnya legendary that trickles +1/+1 counters onto creatures on ETB or attack, then draws a card whenever any counter-bearing creature deals combat damage. She's a solid value engine in Selesnya counters-voltron or plus-one-counters go-wide decks, fusing a counter-distribution trigger with a repeatable draw trigger; but at 3/3 for 5 mana with no evasion of her own, she's outclassed as a pure threat and requires a board of creatures to generate consistent card draw.

• The draw trigger fires once per combat damage step regardless of how many counter-bearing creatures connect, so go-wide boards don't multiply the draws — it's capped at one draw per damage step per player damaged.
