Rationale

Hei Bai is a 5-color Avatar Commander-oriented legendary: ETB tutors a Shrine directly onto the battlefield (powerful but narrow), and its activated ability generates Spirit tokens proportional to legendary enchantments you control, but demands all five colors of mana. Signature in Shrine-matters / legendary enchantment shells and incidentally supports Spirit typal. The WUBRG activated cost is prohibitive outside dedicated 5-color or enchantment-focused builds, and it requires a board of legendary enchantments to generate meaningful tokens.
