Rationale
Herald's Horn is the quintessential tribal artifact: it reduces the cost of all creatures of the chosen type by {1} and provides soft card advantage via the upkeep top-deck reveal. It is a signature inclusion in virtually every tribal Commander/Brawl deck, making it flexible (typal_synergy_flexible) rather than tied to a specific tribe. Its value scales heavily with tribal density, making it weak in non-tribal shells and in Limited where creature-type consistency is unreliable.
Learnings (3)
Herald's Horn's upkeep ability only reveals the card if it IS the chosen type — it does not draw unconditionally; in low-density tribal builds it frequently misses, making tribal density a hard prerequisite for consistent value.

The cost reduction is a static ability applying to the stack, not a mana ability — it stacks with other cost reducers (Urza's Incubator, Semblance Anvil) and can make large tribal spells effectively free in combination.

In 1v1 Brawl the upkeep reveal is more reliably valuable than in multiplayer because the singleton format still allows high tribal densities of 20-30+ creatures of the chosen type in a 100-card deck.
