Rationale

Hydro-Man is a 2cmc UU legend that functions as a 2-mana blue rock (turns into a land tapping for {U} at each end step) while also being a growing threat when blue spells are cast. The land-transformation is uniquely valuable: it's effectively a free tapped land each turn that untaps into a creature again, providing mana and combat presence simultaneously. The UU pip cost limits it to mono-blue or heavy-blue shells, and it shines in spellslinger/tempo where it rewards casting blue spells while funding them as a pseudo-land.
