Rationale
Katara is a 5cmc 3/3 vigilance Ally that generates a 1/1 Ally token on entry, then leverages a board-wide waterbend pump to set all your creatures to X/X until end of turn — a one-shot go-wide alpha-strike enabler that scales with the creatures and artifacts you can tap to pay the convoke-like cost. She's most at home in tokens-go-wide shells where wide boards both fuel and benefit from the waterbend, and in Ally typal decks; she conflicts with voltron (single threat gains nothing from a base P/T set, and she can't be the lone threat) and is too slow and creature-reliant for combo or control.
