Rationale
Kiora is a 4/5 vigilance ward-3 legendary at 5 mana — well-statted and sticky — whose triggered ability fires whenever you cast a Kraken, Leviathan, Octopus, or Serpent from hand, letting you cascade-style cast a free spell with MV less than that creature's MV from the top X cards. In a dedicated sea-monster shell this engine is backbreaking — large sea creatures (MV 7-10+) can free-cast basically anything in your deck. The card is build-around by nature: outside a Simic sea-monster shell it does very little.

The free spell cast off Kiora's trigger must have mana value strictly less than X (the sea creature's MV), so casting a 7-MV Kraken lets you cast anything up to MV 6 for free — this includes most interaction, ramp, and even other threats.
