Rationale

Lo and Li is a 4cmc Dimir Advisor that grows itself and all Advisors whenever an opponent discards or mills, and provides a repeatable {2}{U/B} activated mill-four ability. The triggered payoff is narrow — it requires either a dedicated mill strategy or wheels/discard pressure to fire consistently — and the +1/+1 counter benefit is nearly vestigial outside Advisor typal, which has almost no Commander support. The activated mill ability is a reasonable mana sink in mill decks but costs 3 mana for 4 cards, which is below rate compared to dedicated mill spells.

Learnings (3)

  • The +1/+1 counter trigger fires on EACH of discard AND mill separately, so wheels (e.g. Windfall) that make opponents both discard and draw can trigger it multiple times if combined with other effects, but mill triggers only once per mill event regardless of how many cards are milled.

  • Advisor typal in Commander is extremely sparse — there are fewer than 20 playable Advisors in the format, making the lord-style pump on 'each Advisor' nearly irrelevant outside of a dedicated Advisor tribal build.

  • The activated mill ability ({2}{U/B} mills 4) doubles as a self-trigger engine: activating it causes opponents to mill, which then fires the triggered ability, creating a slow but self-reinforcing loop in a dedicated mill shell.
