Rationale
Mikey & Don is a 4-mana Simic legendary that acts as a top-of-library play engine for Mutant, Ninja, and Turtle creature types, granting an extra +1/+1 counter to any creature cast this way — combining card advantage, tribal acceleration, and counter synergy. It's a signature commander or 99-card inclusion for TMNT typal shells and synergizes strongly with plus-one-counters strategies. Outside of a dedicated tribal build it loses most of its value, making it highly commander-dependent.
Learnings (3)
The 'play from top of library' clause covers all three types independently — a deck mixing Mutants, Ninjas, and Turtles across non-overlapping cards all benefit, making it unusually flexible for a tribal enabler.

Ward {2} on a 4-mana commander is meaningful protection in mid-power tables but fades at cEDH where single-mana answers are common — the card sits squarely in brackets 2-4.

The +1/+1 counter is granted only when the creature is cast from the top of library via this ability, not from hand, so it rewards top-deck manipulation but doesn't function as a general counter engine.
