Rationale

Mikey & Leo is a 2-mana 2/2 legend that draws a card once per turn whenever any counter is placed on any creature you control — an incredibly cheap, repeatable draw engine in any counter-matters shell. Signature in +1/+1 counters and counters-voltron strategies where counter placement is frequent and inevitable. The once-per-turn cap is a meaningful restriction but still yields enormous card advantage over a game, making this a premier commander or 99-card engine in GW counter-focused builds.
