Rationale

Moku is a 2cmc 2/2 that rewards casting noncreature spells: pay {1} on each trigger to pump herself +2/+1 and grant all your creatures haste until end of turn. Signature in red spellslinger and aggro shells where she converts cantrips or burn spells into surprise haste-enabled attacks; pairs well with prowess-style decks that naturally cast noncreature spells every turn. The {1} optional cost means she's always safe to pass on, but the repeated haste-grant on a wide board can be explosive. Low raw stats without spells limit her ceiling.
