Rationale

Neerdiv is a 3cmc legendary Merfolk Rogue that mills equal to its power whenever it becomes tapped (including attacking, tap abilities, etc.) and draws a card + grows whenever you cast/activate from the graveyard. Its two triggers create a synergy loop: mill to fill the graveyard, then exploit the graveyard to grow Neerdiv and draw, which mills more. It's a build-around commander or 99-card piece in self-mill / graveyard-matters shells, but is fragile, starts small at 2/2, and does little without a graveyard engine already online.
