Pipsqueak is a 3cmc 4/4 — excellent stats — but cannot attack alone without a +1/+1 counter, meaning it needs either a counter placed on it or another attacker to swing freely. In Limited it's a solid body; in Commander/Brawl it's a precon-level card whose attack restriction makes it unreliable as a standalone threat without a +1/+1 counters shell to enable it.
