Rationale

Prowler is a 3cmc 2/3 menace legendary that connives (loot + potential +1/+1 counter) whenever another Villain ETBs — a payoff engine for a Villain tribal shell. Outside of a dedicated Villain-matters deck the trigger condition rarely fires, making this fringe-level in open Commander and Brawl. Menace gives it marginal evasion as a growing threat in the right typal build.
