Rationale
Raph & Leo is a 3cmc 2/4 that grants a free extra combat phase whenever it attacks (first combat only), while also untapping up to two attackers — effectively a repeatable extra-combat engine stapled to a cheap legendary body. Signature in Boros aggro and voltron strategies that want to double-dip on attack triggers; also synergizes with wide boards that benefit from untapping multiple creatures before the second combat. The "first combat phase only" restriction means it doesn't chain infinitely but still provides enormous tempo advantage in aggressive decks.
Learnings (3)
The untap effect targets attacking creatures, so the two untapped creatures can swing again in the extra combat phase as though they had not attacked — this effectively gives two creatures pseudo-vigilance every turn cycle.

Because the extra combat trigger is locked to the first combat phase, stacking multiple extra-combat spells/abilities after Raph & Leo's trigger still works normally — only Raph & Leo's own trigger is restricted to the first phase.

At 3cmc in R/W, Raph & Leo is cheap enough to be a commander in Brawl/Commander and still leave mana open for protection spells on the turn it attacks, making it a threatening low-cost aggro commander.
