Rationale
Ray Fillet is a 0/2 flying evolve creature that grows via +1/+1 counters and converts any counter-bearing creature's combat damage into card draw — a potent repeatable draw engine in creature-dense counter strategies. Signature in plus-one-counters and counters-voltron shells where many creatures naturally carry counters, enabling card-flow off attacks. Slow to come online (starts as a 0/2, needs a bigger creature to enter before it gets its first counter), and the draw trigger requires counter-bearing creatures to connect in combat, making it conditional.
Learnings (3)
Ray Fillet's draw trigger fires for ANY creature you control with a counter on it — not just +1/+1 counters — so stun counters, shield counters, or other permanent counters also enable the draw if that creature deals combat damage.

As a 0/2 flyer that starts below most creatures in power, evolve will trigger reliably the first few times creatures enter, but eventually Ray Fillet's stats may match or exceed new entrants, stalling further growth without additional counter synergies.

Ray Fillet is a Teenage Mutant Ninja Turtles crossover card; in Commander it functions as a strong counter-matters draw engine but is purely mono-blue, limiting it to U-inclusive counter shells rather than the typical Simic evolve colors.
