Rationale
Rootha is a 3cmc Izzet legend that can copy any instant or sorcery you control for {2} at the cost of bouncing herself to hand — a repeatable spell-copy engine across multiple turns. She's a signature piece in spellslinger and combo shells (especially storm or big-spell setups like Sunbird's Invocation or Thousand-Year Storm), where copying a key spell once can win the game. She's weak in aggro/voltron/tokens strategies as she contributes no board presence and her ability actively removes her from the battlefield.
Learnings (3)
Rootha's ability triggers on the stack as an activated ability — the copy is created as a new spell on the stack with the ability still resolving, so the copy CAN be countered independently.

Because Rootha returns to hand as part of the activation cost (not as a triggered effect), she is already gone before the copy resolves, meaning she can't be used again that turn without replaying her — budget accordingly.

Rootha is a strong combo enabler with storm payoffs (e.g. copying a massive Grapeshot or Ignite Memories after a long storm turn) since the copy also counts toward storm count if replayed first.
