Rationale

Sai is a 3cmc artifact-matters engine that simultaneously generates a flying Thopter token on every artifact cast and converts surplus artifacts into card draw. Signature commander and 99-card inclusion in artifact-go-wide and combo shells (e.g. Thopter-Sword infinite loop, Teshar loops); his sac outlet also enables aristocrats lines. Needs dense artifact support to reach his ceiling, making him a build-around; without it he's a 1/4 with no board impact.
