Rationale

A 6-mana Dimir sorcery that combines a full boardwipe with targeted mill of half each chosen player's library. The two-in-one effect is powerful in Limited as a blowout rare, but in Commander the 6-mana cost is steep for a sorcery-speed wrath that doesn't exile, and the mill component (half a 100-card library = ~50 cards) is impactful but one-time rather than repeatable. In Brawl (1v1, 60-card deck), milling half the opponent's library is devastating and pairs well with the board clear. Best home is a dedicated Dimir mill-control shell.
