Rationale

Sokka is a 2-mana Izzet legend with two roles: an ETB loot (discard up to 2, draw that many — filtering, not raw card advantage) and a passive that grows him whenever you cast an artifact or Lesson spell. He's a synergy-dependent commander or 99-card inclusion in artifact-matters or spellslinger shells that also run Lesson cards (Strixhaven school mechanic), growing into a credible threat over multiple turns. At 1/1 base he's a weak threat until pumped, and the loot is not card-positive, keeping him out of tier-1.
