Rationale

Sokka is a 3cmc 2/4 vigilance that draws a card whenever he and at least one other creature attack together — a solid repeatable draw engine in go-wide creature decks. Vigilance lets him attack and still block, making the draw trigger very reliable in token or wide-board shells. He's a strong casual commander or 99-card inclusion in aggro/tokens, but falls short of tier-1 in Commander due to requiring a wide board and not impacting the board immediately.
