Spider-Man 2099 is a 2/3 double strike, vigilance creature for {U}{R} that can't be cast in the first three turns, functioning as a delayed but efficient threat; at end of each turn, if you cast a spell or played a land from anywhere other than your hand (flashback, escape, impulse draw, cascade, etc.) it pings any target for 2. This makes it a signature piece in spellslinger and graveyard-matters shells that consistently cast from exile or graveyard, dealing incremental damage every turn cycle. The 3-turn delay is a real tempo setback in faster formats but is largely irrelevant in Commander.
