Rationale

A 2cmc 2/2 flying legendary with a potent static ability: all opponent artifacts and creatures enter tapped. This is a powerful stax-prison piece on an evasive body — it blanks haste creatures, slows aggro boards, and nullifies ETB-attacking threats. Signature in stax-prison and hatebears shells at low brackets; in Brawl the 1v1 dynamic makes the tapping effect more immediate and impactful, pushing it to tier-1 there. Removal magnet since it's must-answer for any creature-heavy or artifact-based deck.
