Rationale

Storm is a 4/4 flying legend for 4 that provides a unique static ward: all creatures with flying cannot attack you or block your creatures — effectively a one-sided protection layer against the most common evasion type. The triggered ability grants flying to creatures targeted by your spells, making her excellent in spellslinger-meets-voltron shells where pump or buff spells also generate board-wide evasion. She shines most as a commander in voltron and aura-voltron strategies where targeting spells are central to the gameplan.
