The stat line and evasion are respectable for a common, but the Mayhem payoff requires discard synergy (wheels, Faithless Looting effects) to be meaningful. In Commander or Brawl it's too modest a body to stand on its own; it's primarily a discard-matters roleplayer in wheels or Rakdos-style discard shells.
