Rationale
Tannuk is a 3/5 for {2}{R}{R} that grants haste to all other creatures and gives artifact cards and red creature cards in hand the warp cost {2}{R}, enabling a tempo-oriented play pattern of warping threats cheaply across turns. The haste grant is a board-wide static ability making it a strong aggro/midrange commander, while the warp extension gives artifact-heavy red decks significant replay value. Double-red pip requirement limits it to mono-red or red-heavy builds.
Learnings (3)
The warp ability granted by Tannuk applies to cards in hand, not on the battlefield, so it functions even when Tannuk enters mid-game — as long as he's alive at cast time, the warp cost appears on future cards drawn too.

Warp lets you spread a big-mana artifact threat (e.g. a 6+ CMC vehicle) across two turns at {2}{R} a pop, effectively giving red a tempo-blink effect previously rare in the color — note the warped permanent is temporarily exiled and doesn't trigger ETBs on re-cast if it lacks them.

Because warped permanents are exiled at end step and recast later, they dodge sorcery-speed removal that would otherwise answer them on the original turn — a subtle protection layer for artifact threats.
