Rationale

A 7-mana 8/8 hexproof legendary serpent — raw stats are impressive and hexproof protects it from targeted removal, making it a reasonable voltron carrier in blue, but {5}{U}{U} is extremely expensive and blue lacks the efficient aura/equipment support of white. It's a vanilla threat in most contexts with no ETB, no evasion, and no additional abilities, leaving it firmly fringe in Commander and Brawl where cheaper or more impactful threats exist.
