Rationale

Tui and La is a 4-mana 3/3 legendary Fish Spirit that draws a card whenever it becomes tapped and grows with a +1/+1 counter whenever it becomes untapped — rewarding any tap/untap synergies with both card advantage and a scaling threat. It fits naturally into counters-voltron and +1/+1 counter shells, and benefits enormously from untap effects (Seedborn Muse, Freed from the Real, etc.), but without dedicated untap support it can only trigger once per turn cycle via normal attacks/abilities, limiting its ceiling outside of synergy-dense builds.
