Zuko is a 2cmc 2/3 legend that cycles through four modes (draw, counter, {R}, or self-exile to an opponent) over four turns, each costing 2 life. The value accumulates slowly and the self-exile mode actively hands an opponent a creature, making it inconsistent and risky in competitive Commander; however its low cost and recurring utility make it playable in casual and Brawl as a legendary-matters or Rakdos value piece.
